ABSTRACT
In the past two years, Russia's apparel and textile industry has shown steady growth with production increasing by 10-20%. Imported goods, particularly hosiery, account for a considerable portion of the apparel market. Hosiery is in a high demand in Russia. Because of growing income levels and an increasing standard of living, Russia is among the best markets for U.S.-made hosiery. As with other goods, hosiery imports must be certified.
Economic Background
While the Russian apparel industry has shown steady growth in recent years, local production can not satisfy growing demand. Local industry is experiencing a number of problems, including: - inadequate funding
- few credit sources
- obsolete manufacturing facilities and equipment (as much as 70-80%)
- underdeveloped wholesale and retail networks

According to the Russian State Statistics Committee, Russia produced 281.1 million pairs of hosiery in 2000. While this is a 10% increase over 1999, it does not satisfy the demand for high quality product.

Imports largely meet the demand for high-quality apparel, hosiery and textiles. Hosiery is in great demand and the four largest supplying nations to Russia's market are Italy, Ukraine, Poland and the United States. Imports also arrive from Belarus, the Baltics, Germany, China, Switzerland, Finland and France. U.S. brands (such as Hanes) are well-known, and U.S. products rank higher than other imports. Considering the country's growing income levels and rising standard of living, Russia is among the best markets for U.S.-made hosiery.

Commercial Background
On January 1, 2001, the Russian government reduced import tariffs on a number of goods, including hosiery, to meet demand and to address WTO accession concerns. The import tariff on tights (HC 611511), was lowered from $2.96 (3.5 Euro) per kilogram to $1.69 (two Euro). The tariff on other hosiery products remains at $1.69 per kilogram or 15% of the customs value of the shipment.

Certification
A Certificate of Conformity is required for all imported goods to clear Russian Customs. A number of agencies issue certificates. Some are affiliated with the Russian State Standards Committee; others are affiliated with industry-specific scientific and research centers. U.S. manufacturers, their representative or branch offices, or their Russian distributors can obtain Certificates of Conformity.
When a U.S. manufacturer, branch or representative office applies for a certificate, it should submit the following:
- Letter of Quality Guarantee from the manufacturer
- completed application from the manufacturer (available from some Russian certification agencies by fax)
- product samples
- hygienic certificate (see below)
* If a U.S. company does not have a representative in Russia, it must submit the previous items plus a Power of Attorney for the entity which will apply on its behalf. When a certificate is issued to a U.S. manufacturer, it can later be used by all of the company's Russian partners.

A Russian importer applying for the certificate, should submit the following:
- copy of the contract with a U.S. company
- if the certificate is for a one-time shipment, the importer should present an invoice. If the certificate is needed for multiple shipments, the contract should note this with information about the total amount and the type of product to be imported
- Certificate of Origin of imported goods (provided by U.S.company)
- the importer's Registration Certificate
- a completed application form
- three samples for each product category
- hygienic certificate (see below)

Hygienic Certificate
A Hygienic Certificate can be obtained through affiliated centers or agencies of the State Committee for Sanitary and Epidemiological Surveillance. Most of the agencies which issue Certificates of Conformity can assist the applicant in obtaining the Hygienic Certificate. Companies registered in Moscow can receive the certificate in the city center; companies registered in the Moscow Oblast can receive the hygienic certificate in Mytischi.
